On December 5, 2007, the New England Public Policy Center at the Federal Reserve Bank of Boston held its third annual policy symposium, “Financing Municipalities in New England: Revisiting the State-Local Relationship.” Through presentations and a panel discussion, the conference brought together legislators, business leaders, researchers, and policy advisors to examine the long-term fiscal challenges facing the region’s municipalities, and to discuss potential revenue solutions. This report provides an overview of the conference’s major themes.

Covering the Uninsured: Costs, Benefits, and Policy Alternatives for New England pdf (February 2007)

On December 5, 2006, the New England Public Policy Center at the Federal Reserve Bank of Boston convened a policy symposium, “Covering the Uninsured: Costs, Benefits, and Policy Alternatives for New England.” As a growing number of Americans find themselves without health insurance, New England states are exploring innovative policies aimed at extending coverage. But the high cost of expanding coverage raises difficult questions about how best to improve access while preserving individual choice and maintaining quality of care.

The conference, which brought together a select group of stakeholders from all six New England states as well as representatives from national organizations, featured lively discussion and debate about the merits of various policy alternatives and funding mechanisms. Differing viewpoints among policymakers, insurers, doctors, hospital administrators, employers, public health advocates, and health policy researchers provided a frank and productive dialogue throughout the day. This report is a synthesis of the conference’s major themes.

Fueling the Future: Energy Policy in New England pdf (April 2006)

On December 2, 2005, the New England Public Policy Center at the Federal Reserve Bank of Boston hosted its first policy symposium, “Fueling the Future: Energy Policy in New England.” The conference brought together legislators, regulators, business leaders, researchers, and policy advisors in a discussion aimed at identifying key energy policy issues in New England as well as their potential solutions. Through presentations and a panel discussion, the forum highlighted the challenges and opportunities in New England's energy situation, helping the region continue its tradition of innovation and creativity in resolving its energy policy issues. This report summarizes the proceedings of the conference.

Nurse-to-Patient Ratios: Research and Reality pdf (July 2005)

On March 30, 2005, nurses, hospital administrators, health care researchers, legislators, and policy advisors gathered together to evaluate options for improving patient safety and nursing conditions in Massachusetts hospitals. They were participating in a conference cosponsored by the Massachusetts Health Policy Forum and the New England Public Policy Center (NEPPC) of the Federal Reserve Bank of Boston. “Nurse-to-Patient Ratios: Research and Reality” focused particularly on the pros and cons of establishing minimum nurse-to-patient ratios, a legislative initiative currently under consideration in Massachusetts. This report, written by NEPPC researcher Brad Hershbein, summarizes the conference proceedings.
